No: Usually patients that are hard to numb is because their nerves run a little different than the ones on the majority of the people. When you are put under gas or IV drugs will be used in addition to the regular anesthetics.

No: Being "put under" involves a more general anesthesia involving the entire brain. When you are "numbed" it is with a local anesthetic and involves only those nerves in the site of the procedure. Some individuals have nerve locations that are very difficult to access and the anesthesia is not complete. That is not a problem with forms of general anesthesia.
