No: Only active TB is contagious.

No: Latent TB is exactly what it sounds like, latent. The body has sequestered the TB away in granulomas, and treatment is to eradicate the TB so that it doesn't pop out at a later point to cause disease. There should be no active disease with TB (or else it wouldn't be latent).
