Plantar fasciitis: Plantar fasciitis which is pretty much what you said - a stretching and tearing of the fibers that form the ligament that runs between your toes and your heel. Often triggered by new shoes or new activity. Needs a good arch support. Gradual resolution is the norm. See doc if not improving.

Plantar fascitiis: Is a common culprit for pain between the heel and ball of foot. Tarsal tunnel syndrome would be in the differential diagnosis if there are nerve like symptoms sucks as buying, shooting etc.
