Not uncommon: When evaluating patients w/groin lumps, possibilities include hernias, enlarged lymph nodes, & fatty tumors, all of which may feel similar. A hernia surgeon is the best dr. To see to evaluate this problem; if they ordered a ct, it must not have been clear on exam alone. If the lymph nodes are >2 cm, biopsy should be considered;otherwise, follow-up exam or ultrasound in 3 months may be recommended.

Yes: Seems like your surgeon was correct, likely identifying on their physical examination with you that there may be something else other than a hernia. A ct scan could possibly miss a very small hernia, but otherwise the finding of groin lymph nodes rather than a hernia indicates no need for surgery. Benign lymph node swelling is fairly common & slowly resolves over several weeks.
