Circulation/arthriti: Could be a circulatory condition. It can still be a form of a an arthritity as well. See physician for examination and testing to find out and get treatment.

I would not : Recommend getting too many cortisone shots for swollen toes....Over time this could cause issues. The question is finding out why the toes are swelling. If the acupuncture gives the same effect as the cortisone - do the accusing true.
