Get another opinion: At this juncture i would suggest another opinion, especially with an orthopedist. A simple toe fracture should have been pain free long ago.

Get 2nd opinion: First off, is the fractured toe healed? Average time is 6-8 weeks. If not, healing needs to happen. Was the cortisone shot given for that? Cortisone helps to reduce inflammation and in turn can help with pain. The question becomes why is there inflammation? Get a 2nd opinion and get re-evaluated.
