No: U.S. Physicians are licensed by state, meaning a doctor licensed in california can practice medicine legally only in california. A person in france would have to come to the U.S., establish a doctor-patient relationship with a psychiatrist here, and fly back and forth a few times a year for follow-up visits. If the patient is very reliable (not likely, if add), such a relationship might work out.
