"Hard" to say?: You may want to get another opinion. Your doctor may be perfectly right. Another opinion may not be a bad idea. An aggressive course of antibiotics, steroids nasally and or orally, other medications and treatments may be therapeutic and of use. Sometimes surgery is the most expedient and proper treatment right out of the gate.

Bad sinuses: Try to determine what the cause of the sinus trouble is. If for example it is allergy then antihistamines and nasal washes with a neti pot may givfe you great relief. Talk to your doctors about tracking down the cause before you consider surgery.
