Had stress test, echo, 21day monitor. doc said all clear. have low rest hr (48). have breathlessness past 2 yrs. what else could be cause of this?

Heart and lungs: Low resting heartrate can still be cause might need pacemaker to increase rate, lung disease can also cause shortness of breath.

Shortness of breath at rest sometimes and lying down, edema in legs, excessive sweating, cant exercise without getting dizzy, fatigue, all for 6 months, had echo, ecg, nuclear stress, Holter all normal. Could it be heart failure despite neg tests?
