No: Puberty in a boy includes an increase in testicular size and maybe pubic hair. In girls, breast development and maybe pubic hair.

First sign puberty: The first sign of puberty in both genders is axillary gland development and odor. Then minimal axillary hair growth, followed by breast changes (breast buds being the most common). Other changes follow with genital changes, hair growth, increased breast development in women and testicular growth in males.
