Not typically : This is more related to a compression of the thecal sac or lower end of the spinal cord which for most people ends around L1 level. Sometimes there is both a cervical issue and a lumbar problem as well.

No: Numbness in the saddle region is not related to the cervical spine. I recommend that you have a formal work up an MRI of the lower thoracic and lumbar spine.
