Discuss with Insuran: Isurances prefer your primary care to treat you as much as possible, unless it's beyond his expertise. Revisit your primary again if he can not treat you , he will refer you . Or else call your insurance.

Communicate : If your provider isn't meeting your needs you can always switch providers. Have you spoken to your provider? There may be a legitimate medical reason for not providing the referral. Maybe there is a lack of communication as to the reason for the referral. Otherwise i'd you have the type of insurance requiring referral you may be stuck.
