Sounds like type 2: Type 1 is caused by lack of Insulin and a high Insulin would be related to its treatment with insulin. In type 2 there is Insulin resistance and the pancreas is "told" to produce more of the hormone to "try to overcme the resistance". It is the major way in which types i and 2 are differentiated.
