Not necessarily: Ganglions are benign (non cancerous) masses that can develop around tendons, ligaments and joints. Treatment is indicated when the cyst is associated with pain or dysfunction. Some want them removed for fear that they are cancerous. I recommend observation unless they are problematic. My first line of treatment is aspiration for cyst not near arteries or nerves. Surgery otherwise.

Most likely yes: Ganglion cyst is painful when they start and with time the pain goes away. Two basic treatments for the ganglion, injection of steroid or surgery, if the injection took care of it fine if is not the surgery will be needed.
