MAYBE: Most rheumatologists would recognize a neurological problem and refer. Since however, it is out of their specialty area, they would also be reluctant to precisely diagnose ms and leave that area to the specialist. There are some rheumatological conditions which could mimic ms such as lupus and sjogren's, and sometimes both specialists work closely together.
