Maybe: There are many things it could be but if he is not sick with anything else - ex: fever, sore throat, headache, belly ache you may want to bring him to the dentist to make sure he does not have any cavities. A dentist can tell you if he is getting any new molars.

Possibly: If the sore area is behind his second primary molars then its likely that its his erupting 1st permanent molars. If its down deeper between the gums and cheek get it checked out by a dentist. Possible abscesses of the primary teeth.
