If persistent, would suggest seeing a dermatologist , dentist, or ENT for dx and poss tx. There are several possibilities, and you should get confirmation.

It's probably a normal anatomic feature. That said, any reason that does not resolve in 2 weeks should be evaluated. See your Dentist for an examination. May be benign Fordyce Granules, but go find out to be sure.
