Not really: I am presuming that you mean, can a tubal procedure be reversed? Yes, it can be reversed, but it will leave a scar that increases the likelihood of an egg implanting in the tube, causing a tubal pregnancy. Tubal ligation is intended to be a permanent procedure. Speak to your gynecologist on the matter, though some gynecologists do not do this kind of specialty work.
