I would do both: I usually suggest a combination of mild diet modification by cutting out the junk food. I believe that a regular exercise regimen 3-5 times a week will gradually help you lose weight and eat healthier. If you are consistent, you will gradually increase your intensity and frequency. You must make lifetime changes not expect rapid short time goals which will not be maintained longterm.
