Same as w/any surger: Common issues are infection, bleeding & scarring. Less common would be nerve damage leading to (permanent) numbness in the surrounding area. Of course, it also depends upon surrounding area, underlying blood vessels & nerves as well as experience of physician. Big picture perspective: most lipoma excisions are pretty low risk, at least compared to brain, heart & abdominal surgery.
