Mostly not: Most food gets stale from drying and fat oxidation. Some get stale from outright spoilage growing mold and bacterial contamination. The dry, fat oxdidated food might taste unpleasant but is not harmful. But the spoiled food should be discarded as it might contain toxins or bacterial that could be harmful.
