As a definition -yes: Consistently elevated blood sugar levels do indicate diabetes. If your overweight/obese, gained weight recently, have family history of diabetes, you are at increased risk - you need to see your family doctor for some fasting lab work - where they will check fasting blood sugar along with possibly a hemoglobin a1c% - which gives an idea what your average blood sugars have been for the last 3-4 mo.

Possibly: Elevated blood sugar levels are indicative of Insulin resistance and could mean a diagnosis of diabetes. Review the numbers with your doctor to discuss its implications and what other testing may be necessary to confirm the diagnosis.
