No. TV viewing under: age 2 delays language development in a lasting way. Infants & toddlers need responsive, reciprocal social communication & interaction to promote development. Read http://www.healthychildren.org/English/family-life/Media/Pages/Why-to-Avoid-TV-Before-Age-2.aspx for all other harmful impacts of TV viewing in infants & toddlers. Limit all screen time to 1-2 hours/day after age 2.
