Hard to say: She needs to see the pediatrician to get this evaluated. It could be a skin infection or maybe a hernia.

Belly Buttonitis: Sometimes the belly button can get infected. Maybe from something that gets caught in there, or from scratching it and many times no one can figure out what caused it. The lump is unusual . So this should be seen by a doctor for infection or a new hernia. Right now just wash it with soap and water and don't stick anything into it, then dry it well. Get it seen sooner than later.
