Speech delay: Assuming there are no other problems, like gross motor or fine motor delay and no genetic disease, you need to see speech therapist to do extensive speech therapy. Vaccum assisted delivery is unlikley to dp any damage, unless there is brain bleeding occured shortly after using it

Unrelated to vacuum: Generally, using vacuum to help deliver a baby's head is not related to problems the child has in development or brain function. Even with today's knowledge and technology, many cases of childhood brain problems still have unknown causes (that we may figure out in the next 20-50 years). Meanwhile, keep playing with and talking with the child, do all checkups & vaccines, and just hope for the best.
