Varies : Multiple potential causes. Frostbite would really be a consideration only if you had sustained severe cold to that extremity. Temperature differences can be caused by an abnormality causing a cool foot, or by causing a warm foot. Cool feet are often related to vascular issues. Warm feet may be vascular, infectious, or inflammatory such as gout. A good exam would give idea about likely cause.
