Most likely UTI: Some times you have one of these our combination of both, start with the UTI and do the proper diagnostic tests and see how it go.

Could be infection: Bladder and pelvic pain (prostate in male and urethra in female) can cause low back pain burning and skin pain while urinating suggests source is in urinary tract. Recommend you get a urinalysis and have a urologist see you.
