Urethritis (especially in a young male) is generally a sexually transmitted disease, fundamentally different from a urinary tract infection. Find a different doctor.

UTI and urethritis are quite different. Almost all urethritis is due to STD: gonorrhea, chlamydia, or nongonococcal urethritis (NGU). UTIs are rare in males your age, and NGU is often misdiagnosed as UTI by inexperienced providers. Urethritis usually has discharge. If no discharge, prostatitis is possible. Cipro is not effective for urethritis and may or may not work for UTI or prostatitis.
