Strange: Never heard of this but I would recommend an oral surgeon or an ENT for evaluation. Need a though history and exam.

Raynaud's: phenomenon. The color change you describe in response to cold is characteristic of Raynaud's phenomenon, a vascular constrictive disease. It is rare in just the tongue but has been described in the literature. I wonder if you also have it in your hands? The solution is to keep warm when outdoors. You may want to schedule a primary care exam to ensure you have no other conditions which could cause.
