I think turbinates: I do not believe it is the external nose that is hypertrophic but the inside of the nose, specifically the inferior turbinate tissue. If the inferior turbinate tissue is swollen or enlarged (hypertrophy), there are a number of possibilities. Abuse of OTC nasal sprays, allergy, or genetic reasons and septal dev.. This problem can be resolved surgically. I recommend to consult an ENT doctor.
