1-Unlikely. 2-Yes.: A patient can ask for the brand of medication he desires, as long as it matches the prescription. One can just ask the pharmacist what brand he stocks and how long it takes to get a specially requested brand. This would be a custom, personalized service, so be sure to pay in advance the full cost of the pharmacist's ordering a single item, the cost of the drug, etc... One need not use insurance.
