Foot pain: Many fractures in the foot and ankle can go undetected unless the xray is evaluated by a specialist. There are also other imaging studies that can be done to take a better look. Sounds like you need a follow up or even a 2nd opinion consult!

Something Else??: What would make you think that it is fractured. Although your observations could be consistent with a fracture, they could also involve soft tissue injury also. There are other methods of imaging your foot and perhaps it's time to pursue that option. A month may not be long enough for some soft tissue injuries to resolve themselves, but at least it's something to look into.
