Yes: Its definitely confusing to have a rash. Please post a picture or get checked in real life. Ask your parents to have you examined by your doctor please.

Pic worth 1000 words: There's no substitute for seeing a rash. Hard to tell from your brief description what it might be. Acne is common on shoulders but isn't usually very itchy. Could be 'ringworm' which is a skin fungus (tinea corporis), although that doesn't usually get sore. If they've been scratched a lot they might have become infected, which could cause pain. A medical exam would be the best way to know cause.
