Sure: A patient on PRIME can get a referral to a particular doctor or a particular specialty, which means the PRIME doctor recommends that the patient go get evaluated by a certain doctor or specialty. Because PRIME is outside the commercial insurance system, there are no phone calls, faxes, or paperwork when the PRIME doctor refers a patient (insurers might treat a PRIME referral as a "self-referral").

Maybe: If you mean could they recommend you see someone in a specific specialty after a consult, sure. However, many health plans only recognize referrals when they come from doctors who are empaneled members of their health plan. If this is the case, your health plan may consider this a self referral and not pay or reduce what they cover. You should contact your health plan & find out.

More info needed: I believe when you call in you may be able to request speaking with a certain type of specialist on HealthTap. For what purpose?: Anyone can see any physician; referrals only a suggestion of someone believed to be of some assistance (on whatever basis). One best referral basis has long been from others who have seen several physicians. This now includes looking on the net for free-form written ratings of physicians. Conversely, referral sometimes refers to money/3rd party payer payment; HealthTap=no benefit for this purpose.
