Patience: You can continue to monitor, but given that she is 15 and probably self-conscious about the missing tooth you could request that the dentist do an X-ray to determine 1) if there is an adult tooth even there and 2) how much further it has to travel before becoming visible.

Consult: Get a copy of the x-ray & have an Orthodontist evaluate this. The permanent tooth might be anklyosed, unable to come in due to its angulation or crowding or.....it might just be a matter of waiting it out a little longer. Two dimensional x-rays might not be able to tell the entire story & another x-ray might be indicated to check on development. An Orthodontist should be able to figure this out.

See your dentist: for evaluation and x-ray. Many times, a permanent tooth will not come through the gum normally and exposure of the tooth is warranted.
