Stiff neck and back: pain are common problems. Primary care doctors can often deal with this as can chiropractors, physical therapists and massage therapists. Private practice neurologists will vary a bit in their approach and are well trained to treat these problems conservatively. Orthopedic surgeons like to order scans and operate on things. I would go with a conservative approach first (read up on both topics)
