MRI: Depending on the type of foot surgery, it should feel better by now. An MRI might give the answer. I doubt gout, but you could have that tested for.

Its possible: Gout can affect the ankle joint and cause it to be swollen and red. Your doctor can order a serum uric acid level which can aid in diagnosis. However, at your age unless you have a genetic inheritance for gout, I doubt that's the diagnosis. Still doesn't hurt to get it checked.

Blood testing: Gout often comes and goes and does not persist for months. A simple blood test for Uric Acid levels will help determine whether you do or do not have gout. Foot surgery itself can cause swelling and pain for several months.
