Yes: A thorough physical exam should be done yearly regardless of infant, baby, toddler, prepubescent or adolescent ore even adult for that matter. Undressed with a patient gown to protect modesty!

She should not: If your daughter has just started menstruating, and is not sexually active, it is unnecessary to put her through the discomfort of a pelvic exam, as it does not offer any additional information. If she is sexually active, a pelvic exam and STD cultures are necessary.
