Folliculitis: Infected hair follicle due to improper care may cause secondary bacterial infection with normal flora, such as Staphylococcus. Swelling and spread of erythematous rash as indicative of underlying cellulitic infection. Consultation your physician for proper evaluation and treatment.

Rash: Have you been working outdoors or camping? It sounds like poison ivy or poison oak. Avoid scratching. Apply topical hydrocortisone or calomine lotion/benadryl lotion. take over the counter antihistamine like cetirizine or loratidine if you can tolerate it.
