Poison ivy?: This could be poison ivy or other type of contact dermatitis. Sometimes you can get scratched by the vine or a twig or weed with poison ivy next to it and you will then get the rash. You need to see a doctor and confirm this. Sometimes oral steroids are needed to help with the reaction. Benadryl (diphenhydramine) tablets will help the itching. Good luck!

Rash from scratching: I suspect that the rash (at least in part) is probably from your scratching that area which itches you. So have you tried either covering it to make it more difficult to scratch, put some moisturizing cream on to tone down the itch, or something over the counter such as Bacteen which has a temporary cooling/numbning effect? Your doctor can prescribe more potent creams to get you to not scratch it
