Yes: In short yes. You can build muscle with a calorie deficit as long as you get enough protein. You however will not be able to perform at your peak if you are energy deficient. It all depends on your goals. If it's weight loss, strength, mass or toning. If increasing intensity of work you will need the calories to maintain a high performance level.

Quality vs quantity: The type of calories you put in as nutrients are more important than total calories. Adequate protein for example more important than for example ice cream, even if sweets have a higher calorie count.
