Fever in 4 yo: Has your daughter been tested for Strep in her throat. That is the major cause of bacterial pharyngitis in children, and the use of antibiotics in others is generally unnecessary and inappropriate. She may have viral infection, allergy, or something else, but should be carefully evaluated before being treated again. Good luck and hope this clears up soon.

Double issue ?: Mono is more likely to last for several weeks and does not respond to any antibiotic treatment. It can also co-exist with a Strep A infection and confuse the issue. Unfortunately, standard mono tests are often negative early in kids and may take weeks or a month or so to be positive. If she is continuing to run fever I would have her looked at to make sure no other issue is involved.
