Dry skin?: Dry skin is a common cause. Try applying a moisturizer regularly on you skin immediately after bathing and see if this helps. If not consult a dermatologist or allergist who can usually get you some relief even if the cause may not be found.

Dry skin?: Since it sounds like a chronic issue and you don't mention skin changes, I'm inclined to think that you may have dry skin. Take short, cool showers (not warm, but cool) and be in and out. Pat yourself dry with towel leaving some water on body. Apply lotion over that to trap water in. If not improving, post a reply on this.
