Maybe? But see a doc: What you describe could be a lingering sinus infection; a bad allergy, with excess mucus retention in the sinuses; or even an inflammatory reaction to your smoking. It's really not possible to sort that out without a good physicial examination. I recommend you see your doctor soon and have a good look into this.
