Not usually: Sinus inflammation or infection always starts in the nose and is usually referred to as rhino-sinusitis. It is not necessarily associated with fever, but is usually associated with nasal congestion. Except for cystic fibrosis, sinusitis, always begins in the lateral wall of the nose. Therefore, certainly in acute sinusitis, usually in chronic sinusitis, the nasal passages are usually congested.
