My advice-: See a physician to actually examine you and discuss your concerns.

No: At postural rest, or when teeth are in full contact, the upper soft palate and the back third of the tongue do not touch. If you are concerned please seek consultation with a specialist ENT, a specialist Oral Pathologist, or a specialist Oral Surgeon. Fluroscopic studies can be done to asses function.
