Prescription: Why would you want to dilate your own eyes? Most find this annoying when done professionally as it blurs the vision and makes the eyes light sensitive although it is commonly part of a comprehensive eye examination (which is best done by a MD ophthalmologist). Dilation drops are prescription only.

Prescriptive items: Eye dilation drops are a prescription only product - a standard pharmaceutical. Any physician can prescribe them, ophthalmologists of course and believe it or not even optometrists are permitted to prescribe them.
