I'm wondering are dental partials supposed to touch the roof of your mouth?

Yes: The palate supports the denture, not your teeth.

Partials: Removable partials come in all sorts of sizes and shapes depending upon the number of teeth missing, the location of the missing teeth and the type of partial. Typically they cover the palate to a lesser or greater degree. Fixed bridges or implant retained restorations are more like your own natural teeth and do not cover the palate.

Yes: Removable partial denture will tough the palate. Either with a wide metal bar or acrylic resin or both. The thickness or acrylic takes getting use to and can initially interfere with speech. Their are unilateral partials that can be made in special circumstances that don't cross the palate but they are very uncommon.
