No: Ligamentous injuries can be minor or can even tear a piece of bone off of the ankle. I suspect you sustained a significant sprain. Some residual pain is not unusual but if it is this bad combined with tingling you need to have it reevaluated by your treating doctor.

Ligament : As stated , that really isn't normal and re- evaluation by the treating physician is indicated
