Not really: Diabetes could make you dehydrated if you don't drink enough water. Because of poly uria due to high glucose in urine. In dehydration due to lack of water intake or loosing water trough GI tract or urination glucose level in blood or urine is not high. But in dehydration the urine volume drops and the color turns very yellow while in diabetes there is ample urine with low concentration.
